2009-2010 USAG Rules and Policies
USAG NEBRASKA STATE WOMEN’S RULES AND POLICIES
Please note: Changes are in bold print. For items not found in Nebraska R&P, please refer to the USAG R&P (link provided above).
COMPETITION
1. If a meet is a USAG sanctioned invitational hosted by a Nebraska Club, all Nebraska Teams must be invited; i.e. all Nebraska gymnasts have the right to compete in any in-state qualifying invitational, however, all clubs must abide by the registration deadlines and will be taken on a first come basis. If a club chooses to host a dual or triangular meet, it is not a requirement to invite all Nebraska clubs.
2. A competition fee of $10.00 per gymnast (Levels 4-10) per year will be accessed to each club. A declaration form (found on the website) should accompany this payment, which should be paid to USAG Nebraska, by November 1st each year. Each club is requested to send the SACC a full competition team roster to aid in planning for State Meets.
QUALIFYING
1. Compulsory qualifications to the State Meet will be permitted at any Nebraska sanctioned meet. Optional gymnasts may qualify at any USAG sanctioned meet. Those qualifying outside of the state must present official results from that meet.
2. Qualifying scores to the State Championships are:
JUDGES
1. The NAWGJ shall be the recommended assigning body for Nebraska meets.
2. When NAWGJ is used a request for judges shall be sent to the State Judging Director, Carol Balerud. Contact information available on the NE USAG website.
3. Judges for the State Meet will be determined by the State Administrative Committee. This determination will come from a current approved list of Judges with the appropriate rating. The list will be obtained from the State Judging Director.
4. Selection of judges for the Regional Championships. Criteria used: Brevet Judges from the State are automatically invited to judge the meet. Judges must be USAG Members in good standing, have a National Rating, and be active in the State and Region. If there are more qualified Judges than needed, a rotation schedule will be followed as set up by the State Administrative Committee. In addition, if Level 10 judges are needed, the SACC will survey the optional coaches for a ranking of the eligible Level 10 judges, the votes will be compiled and final decision will be made by the SAC.
5. The Meet Referee may act in the Capacity of a judge at the State Championships.
MEET DIRECTORS
1. Host Clubs are required to forward meet results from their invitationals to the State Administrative Committee Chairman within 24 hours.
STATE CHAMPIONSHIPS
1. The State Committee shall solicit and approve bids for the State Meet.
2. Each gymnast qualifying for the State Meet will receive a gift from the State Championship host. The gift, chosen by the host must receive SAC approval. Approved gifts will receive up to $1 per athlete, coach and judge towards the cost of the gift. Receipt must be provided to SACC.
3. State Championship entry fees will be determined by the State Administrative Committee.
For the 2009-2010 Season:
Entry Fees-
Level 4 – $35.00 (added individual event awards for State)
Level 5/6 – $40.00
Level 7/8/9/10 – $50 ($60 if an outside facility is used), may petition the SAC to increase the fee.
Team Entry – $35.00
4. The State Administrative Committee will set the maximum gate fee for the State Championships.
For the 2009-2010 Season:
Gate Admission Fees-
In Gym Competitions – $4 Adult / $2 Child / 5 & Under Free
Out of Gym Competitions – $5 Adult / $3 Child / 5 & Under Free
5. When hosting a State Meet the host club shall break down age groups to no more than 10 athletes per age division. Awards shall be 50% plus 1 for each age division at the State Meet. Age groups must then be submitted to the SAC for final approval prior to publishing the Competition Schedule.
6. Start Values must be flashed at the State Championships.
7. Open Scoring will be used at the State Championships. This includes all judges scores and flashing the vault numbers.
8. Host clubs of the State Championships are required to forward official results to the State Administrative Committee Chairman, and other proper personnel as per Rules & Policies.
9. Host clubs of the State Championships are required to file a financial report as per Rules & Policies.
MOBILITY
1. Mobility scores may be achieved at any sanctioned USAG competition in or out of the state.
2. A Mobility Form must be filled out and given to the State Chairman or Mobility Coordinator, prior to the gymnast competing at the next level. The Mobility Form may be found on the Nebraska USAG website.
AWARDS
1. Level 4 and 5 gymnasts must receive achievement ribbons at each meet and the State Championships.
9’s-Blue, 8’s Red, 7’s White, 6’s Yellow.
2. LEVEL 4 RULES AND GUIDELINES
Achievement ribbons are required on each event as per score range guidelines.
No individual event placement awards allowed.
All Around Award/Gift must be given 100% deep and must be given in random order, not by placement.
Team awards may be given.
Host clubs should consider the Level 4 entry fees accordingly. All award information shall be published in your meet information.
3. LEVEL 4 STATE CHAMPIONSHIPS
Achievement Ribbons are required (Provided to the Meet Director by the State)
Individual event placement awards given 50% + 1.
All Around placement awards must be given 100% deep.
No more than 10 athletes per age group.
Age groups must be approved by the SAC prior to the schedule being published.
Certificate will be awarded to each athlete.
4. LEVEL 5 RULES AND GUIDELINES
Achievement ribbons are required on each event as per score range guidelines.

All Around Award/Gift placement awards must be given 100% deep.

No Achievement ribbons for Level 6 & above.
Individual event placement awards as per R&P and the discretion of the Meet Director.
All Around Award/Gift placement awards must be given 100% deep.
Recommend age groups should not exceed more than 10 athletes, and at least 3 athletes in an age group.
Team awards may be given.
All award information shall be published in your meet information.
7. LEVEL 6 STATE CHAMPIONSHIPS
Individual event placement awards given 50% + 1.
All Around placement awards must be given 100% deep.
No more than 10 athletes per age group.

9. LEVELS 7-10 STATE CHAMPIONSHIPS
Individual event placement awards given 50% + 1.
All Around placement awards given 50% + 1.
No more than 10 athletes per age group.
Age groups must be approved by the SAC prior to the schedule being published.
Certificate will be awarded to each athlete
MISCELLANEOUS
1. Each year, the Nebraska State Administrative Committee holds a State Meeting for its USAG membership in an effort to keep them abreast of the changes and issues which involve our sport.
2. The State Administrative Committee Chairman and the members of the State Administrative Committee will have their USAG Professional Memberships paid for by State funds.
3. The state will pay for the transportation and other expenses so that the State Administrative Committee Chairman may attend Regional Board meetings and the USAG National Congress.
4. State funds may be appropriated for exceptional circumstances by a State Administrative Committee vote. i.e. flowers for funerals, etc.
ELECTION PROCEDURES
1. Candidates for the State Administrative Committee and State Administrative Committee Chairman must be USAG professional members and accept a nomination from a professional USAG member. Requirements for the positions may be found in the current Rules & Policies.
2. Persons must submit a written resume’ to the State Administrative Committee Chairman who will in turn hold the election for Committee Members.
3. The State Administrative Committee is required to meet at least once a year and as many other times as is determined necessary by the SAC Chairman.
4. Elected persons shall serve a two year term.
